The Victoria waterfront and Oak Bay remain reliable staples on calmer days, with the most consistent action triggered by tide changes. Further out at Constance and Border Bank, anglers are reporting more defined marks and a slight increase in average size, particularly for those targeting structure and working the contour edges.

Tidal movement remains the ultimate gatekeeper of success. The flood tide continues to be the most productive window, with early mornings and late afternoons offering the best results—especially when lower boat traffic allows the fish to settle.

As we look toward the May 1 halibut opener, remember that timing the slack tide isn’t just about keeping your lead on the bottom. Halibut are opportunistic “sit-and-wait” predators. During heavy tidal flows, they often hunker down to conserve energy. As the current slows to a crawl (the slack), halibut become more mobile, using their highly developed olfactory senses to track scent trails—like those from your herring or octopus—further than they could in a ripping tide.

Another factor to watch this month is bait concentration. Needlefish schools are thickening along the Oak Bay Flats and edging onto Constance Bank, and when those bait balls stack tightly on your sounder, Chinook will rarely be far behind. If salmon marks seem scattered, resist the urge to run too far—working repeated passes along the bait edges during a building flood can turn a quiet morning into a multiple-hookup tide change.

Early scouting around Constance and Border Bank shows great promise for the opener. Anglers are already prepping local favourites like salmon bellies and fresh octopus. With bait presence on the rise, the Chinook fishery is primed to improve right alongside what looks to be a robust start to the halibut season.
